Hijab row: Section 144 clamped within 200m radius of all educational institutions in Hubballi-Dharwad

Hubballi-Dharwad: As pro and anti-hijab groups continue to exchange arguments with college authorities, city Police has clamped prohibitory orders in Hubballi-Dharwad under Section 144 of the CrPC within a 200m radius of all educational institutions with immediate effect till February 28.
College authorities argued that they are following the Karnataka High Court's interim order. Schools were reopened on Feb 14, and colleges on Feb 16 after 3-day closure following widespread violence over the Hijab controversy.
A day before, the students wearing hijab in Chikmagalur, Tumakuru, Kolar Hubli cities walked out of the colleges after they were not allowed to enter the campus on Wednesday.

Separately, pre-university (PUC) students protested after they were stopped from entering the campus for refusing to remove their hijabs and burqas in Karnataka's Tumakuru.
The situation was tense outside the Women's Arts and Commerce college in Hubli's JC Nagar. The students and parents protest outside the gate for not allowing the students to enter class with Hijab.
The hearing in the hijab row is undergoing in the Karnataka High Court. The three-judge bench of the Karnataka High Court adjourns the hearing of a batch of the petition challenging the ban on wearing hijabs in the colleges for Thursday.
The court has orally observed that it will not entrain the interlocutory applications. The filing of interlocutory applications is a waste of the court time, the Chief Justice bench observed.
Senior Advocate Ravivarma Kumar continued the argument referring to rule 11 of the Karnataka Education Act. Kumar stated under rule 11 educational institutions must give parents one year’s notice before changing uniforms.
Kumar pointed out, "Rule says when educational institution intends to change uniform, it has to issue notice one year in advance to parents; if a ban on Hijab, it should inform one year in advance".
'There are no provisions in the Act (Karnataka Education Act) or rules prohibiting the wearing of a hijab', he argued.
